The difference is that Serie A is the most tactical league in the world. La Liga on the other hand is known for having 5-6 decent teams and the rest are crap who can’t even defend. Easier to give chances to youngsters when you know you’ll win easily even with the B-squad – unlike in Italy.
The young talent in Spain relies on technical ability and are almost always attacking players with close ball control, as they are not yet developed enough to have the speed and size of older players.
In La Liga, that is enough to beat someone off the dribble, in Serie A, they would either get knocked off the ball or fouled hard every time until they stopped trying. Refs are less inclined to give cards and much less inclined to give a player a second card.
A big part of the tactics in Serie A is understanding how the game is being called and being the team that takes advantage of it. If you are losing, refs almost always will give that team more freedom to get back in the game. Also they don’t really give cards in the first 30 min so its worth fouling aggressively if needed. I feel the team does not take advantage of these like some other teams.
