AC Milan wanted to sign Nicolas Jackson before he ended up at Chelsea, and then they asked the Blues if they could have one of their young forwards on loan.

According to what Fabrizio Romano (via Calciomercato.com) are reporting, the Rossoneri were ready to pay the €35m release clause in Jackson’s contract with Villarreal during the summer transfer window.
However, one key aspect of their approach was that they wanted to spread it over many years. At that point Chelsea stepped in, and paid €37.5m over two years and offered more to the player, overtaking Milan and closing the deal.
Then, as Romano reports in his daily column for CaughtOffside, towards the end of the summer Milan approached Chelsea over a potential loan deal with an option to buy for Armando Broja.
The decision from Chelsea was to keep the Albania international and to have him and Nicolas Jackson together in the squad in that position.
