According to Corriere della Sera (via TheNewsDept), Ziyech and Lukaku are very close as friends and while the Belgian looks set to rejoin Inter on loan, he is also a big advocate of the idea of them playing against each other in a Milan derby but living in the same city.
Ziyech is already willing to negotiate with Milan and is open to the move, but all parties need an agreement on everything starting with the salary issue, given the Moroccan currently earns €5.8m net per season. The Growth Decree and other potential bonuses mean the Rossoneri could come to an agreement.
The problem may have more to do with the transfer formula, though a loan with option to buy seems the most logical at the moment. The figure of the option to buy appears to be the real obstacle at the moment.
Maldini and Massara are working on it, relying on a really unusual ally in Lukaku, who would love to play a derby against a good friend.
