GdS: Milan have a non-EU dilemma with Kamada, Güler and Chukwueze still targets

By Oliver Fisher -

Ruben Loftus-Cheek’s arrival at AC Milan will take up another non-EU slot and that will mean that there is only one left.

La Gazzetta dello Sport writes how Milan will have to carefully evaluate the next moves in the summer window given that they currently only have two non-EU slots left and Loftus-Cheek will arrive to fill one of them.

There are a few players in the squad who could leave to free a spot, namely Fikayo Tomori, Rade Krunic, Junior Messias, Devis Vasquez and Marko Lazetic. The latter two stand out as being prime candidates, and then focus turns to targets.

Daichi Kamada, Arda Güler and Samuel Chukwueze are the three names Milan are looking at currently who are non-EU players. The Japanese playmaker would arrive on a free and terms have been agreed already but some bureaucratic delays regarding his agent put things on hold.

Kamada would be a useful profile because he can play both as a playmaker, as a left winger and as a box-to-box midfielder if needed too. The Eintracht Frankfurt star tried to obtain a German passport, but the timing would not allow it.

Guler is certainly the most intriguing profile at 18 years old and with unquestionable talent. He plays for Fenerbahçe, who would like to keep him with them for at least another season to try to win the league, but he has a €17.5m clause.

He can play as a No.10 or as a right winger but left-footed which is is exactly what Milan needs. The problem is that half of Europe have also noted his talent including Real Madrid, Barçelone and Dortmund. The other issue is the €15m commission his father-agent wants.

Finally, Chukwueze is a 24-year-old right winger from Villarreal. His deal expires in 2024 but his asking price is €30m, a lot for a player who has only one year left on his contract. The alternative is Christian Pulisic, a US international with a Croatian passport.

  1. The first couple paragraphs of this article are not clear, at least to those who will read it that don’t understand the rules surrounding non-EU players being bought.

The rule is that 2 non-EU players can be brought in from non-Italian clubs per year, with the 2nd only being allowed if it is offset by a non-EU player who is already in the squad leaving.

There is no possibility of departures creating the ability for more than 2 to come in.

    1. Furthermore, as Milan already have more than 2 non-EU in the squad, any new non-EU signing from abroad can only be registered if a non-EU get sold abroad, have their contract run out, or gain EU citizenship (not just apply for the 2nd signing but also for the 1st signing).

It doesn’t apply for the 1st signing if and only if the number of non-EU in the squad is 2 or less.

  2. And all of those problems could have been avoided if they just went after Baldanzi, but i guess anything goes in this soules Milan as long as it is not an Italian. They could have got Samuele Ricci as well instead of Loftus Cheek for the same money. Already proven in Seria A, younger, not injury prone and wouldn’t have taken a non-EU place. But nah.

      1. (I know that every board looks at the bottom line but…) when your board ONLY looks at the bottom line, we’re not signing any Italians with the growth decree in place.

It’s why we sold Tonali and not Theo in my opinion. The board must have known that his next renewal wouldn’t make good ‘business sense’ and we’d lose him for free.

        Sad.

  3. Kamada said no to bvb so I guess we sign him immediately and Guler is from turkey so we totally can sign him . The problem will be with chukwueze and musah one is from Nigeria and other one from USA also same with pulisic he’s from USA Callum Hudson odoi too because he’s from England with Ghana if I’m not mistaken origin so only one from Kamada pulisic Callum Hudson odoi chukwueze I choose Kamada personally

    1. 1. Loftus-Cheek takes one of the two spots
      2. Gular is from Turkey, not in EU so he would require a spot
      3. Kamada would require a spot
      4. Musah and Pulisic both have EU passports so neither would require a spot

After RLC signs, we only have 1 spot to play with, can’t sign both Kamada and Guler.

    2. Musah is American but has an Italian passport so he would not count against the Non-EU clause. Also Pulisic has a Croatian passport so he would not count either. Not sure about Guler as Turkey is not a current EU member. So by the criteria set forth only Loftus-Cheek and either Kamada or Guler can take the two spots. So everyone discussing this says Milan only have 2 spots left which means that the other players they have like Vazquez and Messias are counting against the total number which I do not claim to know what it is, so would that mean that getting rid of either we could use those two spots in addition to register two more Non-EU players? I believe you explained that it is not possible. Either way this is a tough situation for Milan.

      1. The default non-EU spot for Seria A club is 3.

Non-EU spot can be increased by signing non-EU player from Italian league. The increase will be lost if the club sell non-EU player without replacing them with non-EU player in the same season (it’s the reason Vasquez was signed).

IN ANY CASE, non-EU signing from abroad cannot be more than 2 per season while non-EU signing from Italian league is not limited.

Furthermore, if the number of non-EU in the squad already reach 3, a non-EU can be signed from abroad only if a non-EU in the squad either be sold abroad, gain EU passport, or have their contract expire.

Currently Milan have 5 non-EU: Vasquez, Tomori, Krunic, Messias, & Lazetic.

I just learned that the rule only apply to full transfer, not loan which means the non-EU transfer (abroad) at 2022/2023 are:
        In 》 Tomori + Vasquez
Out 》 Leo Duarte + Kessie

    1. Actually now that I think of it and actually understand these rules, maybe they only brought him for this reason: so they can send him away during this window and free up the second non-eu spot for us.
If no one would leave it means we only have one spot which we already filled with Loftus-Cheek.
If we didn’t have Vasquez right now, we would need to send someone else away…

      1. Although I do hope Messias is sold… as this has all played out, I have had the exact same thought. His arrival could have been (partially or fully) with this possible scenario in mind.

          1. Selling Messias is already a hard task to start with. To sell him abroad, well.. We need those Saudi clubs badly.

  4. After Ruben Loftus Milan can buy only 1 more non eu player.

Limit is buying maximum 2 non eu players per season.

So that settle everything no matter how many non eu players have in squad.

  5. I’d say that Kamada > Güler > Chukwueze.

Vasquez should be sold somewhere quickly, and Marko Lazetic should be Loaned out asap as well. Imo Krunic can still work as a bench player, for Messias…. less so but we aren’t getting any money from his sale.
To be honest, though I think Kamada is the only one we should go for because he actually wants to be here. Güler’s father’s fee is ridiculous. Chukwueze I don’t know. If Messias leaves, why not I like Adama Traoré better simply because of his pace which would be scary as f*** when combined with Leao. Plus he has a Spanish passport so no non-EU issue.

    1. We could still get Guler now while he’s cheap and loan him out, maybe leave him at Fener for another season.
I know that we’re not exactly swimming in cash, but it could be a good chance to secure a top talent.

      1. I seriously doubt Güler getting loaned out is a viable plan. To be perfectly honest I think he’s going to Dortmund. I would if I were in his position at this stage because of the proven record of creating stars, it’s in the UCL and there is a proximity between Germany and Türkyie (fewer chances of getting homesick because large Turkish community, IYKWIM).

      2. Just what I was thinking we do, the exact deal of Adli last season! buy him leave him at fenerbahce till next season he even becomes more matured

  6. I’m not sure I have ever seen Pulisic play as a right winger. His best games were always when he played on the left wing in a 4-3-3 formation. I don’t know why the article mentions Pulisic as a candidate for the right wing.

  7. Surely we aren’t giving up Kamada for Loftus-Cheek? That would be crazy. It has to be one of two things:

    1) That German passport will work out after all.
    2) We will give up on Guler and just sign Kamada along with other EU signings like Pulisic and Musah.

Surely this ownership that likes profit isn’t giving up on a quality, free player? I’d hate to believe that.

    1. Pulisic and Musah both have EU passport it’s between Chukwueze, Guler and Kamada
Hopefully Kamada gets a German passport win-win for us

    2. Article 11 of the Japan nationality law states:

“If a Japanese citizen acquires the nationality of a foreign country of their own choice, that Japanese citizen loses Japanese nationality.”

  8. What happens to Pobega, Adli, Saelaemekers, Messias, with all these targets mentioned? We need to make decisions on their futures fast. They have done their bits, and Milan needs to make the best decisions for their good.

  9. Kamada won’t be arriving; it would have happened by now if it were going to happen. As for the others, Milan need to get rid of 1 or 2 non-EU players to open new spots.

    1. We need to get rid only one if the number of non-EU in the squad is 2 or less.

However, as we have more than 2, we need to get rid 2.

  10. i would 100% sell messias and get chuckwueze for his replacement , krunic definitly stays , i would say loan out lazetic another season same for vasquez or even sell vasquez now that we have sportiello . we need these 3 signings BAD!

  11. Hope Kamada get Germany passport, so he can’t use non EU slot. Because, in italy, you just sign 2 non EU player per season. 1 slot yet for RLC, so Milan 1 slot again for non EU player. If Kamada get EU passport, Milan can get Chukwueze or Guler or another 1 non EU player.

    1. Not happening.

Article 11 of the Japan nationality law states:

“If a Japanese citizen acquires the nationality of a foreign country of their own choice, that Japanese citizen loses Japanese nationality.”

      1. That’s what I thought but it seems odd he would even try in that case (several outlets have reported he has tried, so I’m guessing it’s true), as he wouldn’t be able to play for Japan. I wonder if there is some quirky work around. In any case, it’s not happening before he (if he) signs.

          1. Dude what you chasing me for sources for? I wasn’t stating some grand FACT and I wasn’t even disagreeing with you, I was simply musing that it seems odd he’d even bother trying if it meant losing his national team place.

Chill – not everyone on the internet is attacking you.

  12. Can someone tell me if chukweze can get a Spanish passport he is more than 5 years in Spain. And I think I saw to be able to get one you need to be at least 5, years.
