MN: Rios, Royal and Pavlovic – Milan keeping an eye on non-EU slots

By Oliver Fisher -

As seems to happen during every summer transfer window, the issue of non-EU slots will impact which targets AC Milan move for and who it rules out.

Ever since the year 2002, there has been a regulation in place regarding Serie A clubs and how many non-EU players they are allowed to register per season. You might be wondering how this affects Milan, so we explained the rules a few months back.

According to MilanNews, the Emerson Royal idea seemed to have cooled down in recent weeks for Milan, but negotiations now seem to have reignited between the clubs with the possibility emerging once again that the right-back could arrive.

The report confirms that Royal is a non-EU citizen after some checks that they carried out, so he would take one of the two free slots that Milan currently have, given the only signing – Alvaro Morata – did not take one.

If Milan were to sign the Brazilian then that would leave one spot free for another non-EU player. Thus, both Strahinja Pavlovic (Serbian, a non-EU country) and Richard Rios (Colombian) could not both join.

Lazar Samardzic is also Serbian but Serie A rules state that if he makes a move from another Italian club then he does not count towards the two available slots.

  1. Samardzic was born in Berlin and played for Germany in the youth teams. He switched to Serbia last year.
Move Kalulu to RB, sign Pavlovic, forget about Emerson Royal & Richard Rios.

      1. They don’t, but don’t know why MilanNews would even bring Samardzic name up since either way he is EU player.

  2. Obviously, don’t sign Emerson. We don’t need him. Just keep florenzi. If they really, really want a rb there are a dozen or so players that fit the bill and are cheap duo to contracts until 2025 or 2026. 4 example, teze from psv.

    1. Yeah dunno what makes management so convinced and seduced to sign him, maybe bc his name? Could bring “Royal” to the club.

    2. i would agree with this if only those two guys stayed healthy. Between Calabria, Kalulu and Florenzi, it should be enough. Not world beaters but good enough. Problem is, all year, last year, 2 out of the 3 were injured at some point.

  3. I rather take Rios then Royale as we need a dmf much more then we need a RB, and Fofana seems lost.

Sign Pavlovic, Samardzic, Rios, Fullkrug and then look for another european centerback and move Kalulu to the right back position.

Dont know why Milan arent going for Kiwior? He said he wants to join only Milan, who was interested in him in January already. Hes young, left footed and can play both CB and LB (and cover for Hernandez). Seems like the perfect fit? Instead Inter are the ones showing interest…

    1. Tough as nails but can he make a jump from Brazil to Italy and start performing from the get go? I’d prefer someone with more eu exp. Serie A preferably. So amrabat is kinda the top option now..idk

  4. Grab Andre Trindade from FLuminense before Fulham. He is young, good defensive midfielder(cover a lot of space) and know how to play with the ball.Rios is very overrated, even in Palmeiras he is not a starter on the team.
