At the end of 2023, the Meloni government decided to end the Growth Decree – a tax subsidisation commonly used for international footballers moving to Italy. However, a report from today has suggested that it could be reintroduced in the near future, which could be beneficial for AC Milan.
Since January, football clubs have been able to use the Growth Decree when discussing contracts for foreign players, and with the subsidisation saving Lega Serie A clubs around €130 million, it’s ending has had a huge impact on clubs.
Looking at it from a Milan perspective, almost the entire starting eleven are foreign players, and it is possible for the Rossoneri to field a viable fully international eleven should they wish to do so. Therefore, it is understandable how much of an effect the Growth Decree can have.
With the Diavolo currently engaging in conversations with Theo Hernandez and Mike Maignan about their future, any changes to the Growth Decree could have substantial financial impacts for the club. As reported by ItaliaOggi (via Calcio e Finanza) earlier today, ‘the extension of the subsidised tax regime for workers and sportsmen who move to Italy has passed an eligibility test’.
In the next week, further meetings will take place to discuss the exacts of the Decree, but it seems that the Growth Decree could return in the near future, and the amendments could last until 2027 according to the report.
Going back to Milan’s squad, if the Decree were to be re-instated and last until at least 2027, it could offer the Rossoneri some massive boosts across the board, and make contract negotiations slightly easier.
It would also have an impact on the Rossoneri’s recruitment, which could change the route of the mercato operations.
“What it could mean for Milan”
Probably that Camarda, Liberali, Zeroli, Torriani et al, are now far more likely to be sold.
Unfortunately. You are right.
All non-Italian club. Including all the staff. Moncada will bring the chefs from France and his dream will be complete. Lovely.
Which means we are not getting Ricci and other Italians. We are getting more Loftus cheeks

Regarding the mercato, nothing would change. We’re not getting any Italians now and we won’t in the future either. Thanks Moncada. Extra thanks for getting us Emerson Royal. And for almost 20M€! Wow. THANKS!!! We appreciate it.
