If we can, we should buy players as cheap as possible… for example, Arsenal still try to lower the price for Calafiori until now. Madrid buy Joselu for a price lower than 2m. Why should we pay premium if we can negotiate?
Anyway, first offer is always about testing water. The final price likely somewhere between first offer and their valuation, around 22-25m.
