Fatto Quotidiano: Reclamation and an EU case – the obstacles Milan face in San Donato

It has been publicly declared that AC Milan want to build a new stadium in San Donato, but even in that area there will be some obstacles to overcome.

Calciomercato.com recall how the president of AC Milan, Paolo Scaroni, spoke yesterday at the Members’ Assembly and was once again clear on the stadium project: the Rossoneri want San Donato because the ‘new San Siro’ project simply hit too many roadblocks.

Yesterday the project for the new stadium was presented to the San Donato Council in a meeting held complete secrecy, with a press embargo regarding terms and timing.

According to what the Fatto Quotidiano has learned, however, there are still things that Milan must tackle before the project becomes a reality, even if the club have put down €40m of pre-project expenses.

The history of the land on which to build the stadium is tortuous. It starts with Eni and from 1993 it has changed ownership four times, passing from figure to figure from Eni to the Council, then to Asio a company in Delaware (US tax haven) and up to Cassinari & Partners which resold the Sportlifecity company to Milan for the construction of the stadium.

There is an ongoing dispute between Asio and the Council over €13.5m which Cassinari & Partners kept out of the discussions made with the Rossoneri, who instead will have to reach a figure of no less than €4.5m at the same time as the official purchase of the land from C&P itself. In essence, around €10m extra.

Another issue that has been widely discussed in the City Council is that of the reclamation inevitably necessary to be able to start building on that land, which has been unused for some time.

It is not just an environmental issue, but the permits needed to start any new constructions. Who will approve them? The question here too remained unanswered.

The Member of the European Parliament of the 5 Star Movement Maria Angela Danzì wants answers regarding this issue, which also concerns the cost per square metre of that land, and is ready to bring the case to the European Union.

“The citizens’ committees are against further land consumption in an area adjacent to the South Milan Agricultural Park, a body that has already voted unanimously no to any land consumption project cloaked in modernity and progress,” she said.

“I will submit an urgent question to the European Commission. And we are evaluating whether to promote a citizen referendum in San Donato.

“We also ask once and for all that Palazzo Marino takes charge of the San Siro discussion, having a feasibility study carried out on the renovation of the Meazza, without remaining at the mercy of the teams.”
